Payroll Implementation approach in GP2010/GP2013

Payroll implementation Models:
PEO: Company: X; Agency/Clients: A, B, C; payroll & fi processing/reports at company (X) level
ASO: Company: X; Agency/Clients: A, B, C; payroll & fi processing/reports at Clients (A, B, C) level

Employers & Contractors/Employees also to be setup. Agency/Clients are also customers/vendors

Can any one suggest the best possible approach in database & implementation design for this?
I am trying to build org.structure/org.tree and assigning GL accounts for PEO model.
Pl let me know if we can run process/reports at child/account level (for ASO)?
