I agree with David and Kriki. The message suggests that whatever user is logged onto the computer does not have the correct permissions to run the server service. I have not had installed NetBEUI since sometime before version 3.

try adding ",nettype=tcp" to the command line, or you can goto File Database Open and specify it on the Advanced tab (also add the server name, user name and password)
