    From where  I can create general journal batches ?

    The easiest way is to drill into the batch no. field in an existing general journal, then just add a new one, with a no. series if required.

    I  am using 4.0 SP3 , in which, General Journal Batches form is disabled, i.e. I am not able to add new entries in it.

    Why it is disabled ?

    Try, Financial Management>>Setup>>General>>Journal Templates>> Click on the general line and press Templates>>Batches.

    You may though well find this has been blocked aswell, maybe the same form. If so, then it maybe you have had some modifications done.
